Not only does a Chapter 13 filing require a long-term commitment and an understanding of the impact on your credit, but it also carries an expense, as the filer must pay the court, the trustee and their attorney. Before you consider attempting a Chapter 13 without an attorney, note that the U.S. Bankruptcy Court instruction packet states that it is “… extremely difficult to succeed in a Chapter 11, 12 or 13 case without an attorney.”
Since a good portion of your credit score is based on your ratio of debt balances versus your total available credit (called Utilization Rate – and about 30% of your score), a great way to improve your Utilization without paying down debt is by requesting a credit line increase. Simply call each of your credit cards or revolving debt holders and ask them if they’ll increase your total credit line. If and when they do so, your credit utilization ratio will automatically improve, and your score will rise accordingly. For instance, if you owe $5,000 on a tradeline with a $10,000 limit, your utilization ratio is at 50%. But if this same creditor increases your available credit to $15,000, your ratio instantly sinks to 33% – which is far closer to FICO’s ideal ratios! You may be able to achieve this with a simple phone call (and some convincing), and the worst they can say is “no.” Either way, it’s not requesting a new tradeline or opening new credit so your score will never go down.

What can and DOES change is whether you have a collector pursuing you for the debt. If you are talking about a dormant account that has been in collections and has finally been left alone with no collections activity for a few years, messing with it can be problematic from the point of view that the collections people will start pestering you again to see if they can get money and if the SOL isn't up, they can start reporting on it again which can affect your score or they could even file suit if your state SOL isn't up.
One of the sneaky-quick ways to increase your score is to add yourself as an authorized user on someone else’s. According to FICO, 35% of your score is based on your history of on-time payments, so when you become an authorized user on a friend or family member’s credit card, car loan, or installment loan, etc. you automatically “assume” the same positive history of payments on your credit report. Viola! Your score will go up as well. You do need to make sure the lender registers your social security number and will start reporting the change, and it can take 30 days to reflect on your own credit report (unless you do a Rapid Rescore—see below). But becoming an authorized user is a fantastic way to benefit from a great payment history that’s not even yours.
After getting approved for refinancing, the new loan may be reported to the credit bureaus, which could lower your average age of accounts. Your other loans will be paid off, but they could stay on your credit reports for up to 10 more years. Your overall installment-loan debt will stay the same, and as long as you continue to make on-time payments, your score may improve over time.

You're the best. My mom added me as an authorized user to a couple of her cards (when I was 12, and she never even told me about it), but they're at 99% utilization and have late payments! I'm still in the process of trying to get myself removed from those, and getting those accounts completely removed from my credit report, not just listed as closed accounts. 
UPDATE: The Alternative Loan Machine is actually fixing the issue for me now. Apparently the problem was during the period when they were switching from beta testing to going live. Their communications were down while they were transferring everything over to their new system. They’ve since contacted me and are assisting in getting my refund back from the vendor I hired through them, so everything’s getting taken care now. They are at this time doing everything they advertise themselves doing.
